Legislative Tracking System: Technology at your fingertips

As the world turns each day, more and more institutions, be it public or private, are becoming very keen on computerization. And why shouldn't they" With the advent of computers and compute systems, the time it takes to accomplish tasks is cut down in half making the office more efficient further resulting in increased production or output.

And this is what the Sangguniang Panlalawigan of Bohol hopes to achieve with the assistance of the League of Vice Governors of the Philippines thru the Legislative Tracking System or LTS.

Introduced late last year through the assistance of the Philippine Business for Social Progress, the System has already been installed in six provinces: Bohol, South Cotabato, Sarangani, Isabele, Zambales and Aklan. With Masbate, Ifugao and Misamis Occidental gearing up next for installation of the breakthrough system very soon.

But what is the LTS exactly? The Legislative Tracking System is a computerized system that keeps track, monitors the implementation, and stores proposed and approved ordinances and resolutions. It provides easy retrieval of ordinances and resolutions either by date, codification, author, or committee referral and is capable of tracking its status and the committee it was referred to, therefore avoiding duplication in passing ordinances with the same subject matter.

With its availability for LAN or Local Area Networking, the LTS allows exchange of information among the computer operators (the staff) within the Sanggunian. It also works well with computers with Internet connections as it paves the was for corresponding with other SPs from other provinces with regard to legislative initiatives and other related topics.

As a safety precaution from hackers and unauthorized personnel, the system is equipped with an internal control mechanism that incorporates access security codes for every module.

With the system in place, it takes the Sanggunian a step closer to its fullest capacity, and its future - that of the most efficient, effective and capable organization it was meant to be. The way the LVGP always envisioned it to be.

Monitoring the Progress of Our Local Legislation

How do we know the progress of our local legislation? Legislative Tracking is the answer. From the term "track" itself, we could use its synonym, "monitor". Yes, from the computer, we can simply push a button and be able to monitor where a certain proposed legislation is currently being lodged. There are many other questions we can answer. For instance, you'd like to know -
  1. Whether the proposed ordinance or resolution being sponsored by a certain legislator has already been approved on 3rd Reading or still subject to debate;


  2. What happened to an ordinance or resolution recently passed; was there any response or positive action taken by agencies or parties concerned;


  3. How many measures has the entire Sanggunian produced within a certain period; how many measures did each of the legislators produce; who among the legislators has the mot number of measures proposed, authored, sponsored, or passed; and many others.

These are among the most important basic questions that could be readily answered by the proper installation of a Legislative Tracking System.

The system that we have now is still under the process of installation and we are trying to perfect its properties to suit the actual needs of the Sangguniang Panlalawigan. We will not be satisfied with a mere filing system that could be done by any amateur programmer. What we do need is a comprehensive system. Once this system is perfected, this should serve as the model for all Sanggunians to emulate.
