The province’s leading development body, city government and business sector have endorsed the proposed overpass and underpass system for Tagbilaran City, the first of its kind in Bohol.
It is prominently featured in a conceptual plan for JA Clarin and Calceta road improvement-upgrading in anticipation of the development upsurge foreseen to cause unprecedented traffic chokepoints.
The plan will be submitted to the Department of Public Works and Highways (DPWH) Planning Division in Manila for review, assessment and fund allocation.
Its components include the JA Clarin overpass and underpass roads at the intersection near the city hall, road opening from Calceta Street to Hangos road, and integrated drainage system, according to Alfonso Damalerio II who conceptualized the plan.
The plan has been endorsed by the Provincial Development Council chaired by Gov. Edgar Chatto, city government through Mayor John Geesnell Yap II and Sangguniang Panlungsod led by Vice Mayor Jose Antonio Veloso, and Bohol Chamber of Commerce and Industry.
Damalerio presented the project concept and proposal not as a provincial administrator but in his private capacity in line with his consultancy business called the Concepts and Innovations.
He has not yet reassumed his official capitol post as he is still serving suspension together with Vice Gov. Dionisio Balite and other officials who are former members of the previous Sangguniang Panlalawigan.
The SP of which they were members at that time has been charged with alleged irregularity for authorizing then Gov. Erico Aumentado to open two separate letters of credit with a bank.
The authority was requested by Aumentado.
The letters of credit were for the province’s procurement of heavy equipment worth over a hundred million pesos.
Still in private capacity, Damalerio is also now working for the Japan Airport Consultants, a private engineering firm based in Japan that supervises the entire new Panglao Bohol international airport project.
He focuses on JAC’s government infrastructure and related matters.
While then serving as provincial administrator, Damalerio was also tasked as project chairman of the new Panglao Bohol airport Local Project Management Team.
